Quebec Faces Shortage of Over 4,000 Teachers Ahead of School Year

As the new school year approaches, Quebec is facing a significant challenge, with over 4,100 teaching positions yet to be filled. According to Education Minister Bernard Drainville, there are 4,115 vacancies remaining just over two weeks before classes begin. This marks an improvement from the previous year, which saw around 6,000 positions unfilled at the same time.
Drainville reported that approximately 96 percent of classrooms will have a teacher when the academic year starts. The minister expressed optimism, stating that both the French school service centres and English-language school boards are actively recruiting to address the remaining four percent. He attributed the improvements to an agreement made two years ago with unions, which mandated that teachers be assigned to classrooms earlier in the hiring process.
Challenges Remain Despite Progress
While the decline in unfilled positions offers a glimmer of hope, Drainville acknowledged that the education system still has numerous challenges to address. Notably, he mentioned that around 10 percent of the incoming teachers lack formal teaching diplomas. However, he noted that many of these individuals hold bachelor’s degrees in relevant subjects, such as French, English, history, chemistry, or math.
Despite these efforts, Heidi Yetman, president of the Quebec Provincial Association of Teachers, expressed concern about the presence of unqualified personnel in classrooms. “One in ten teachers in Quebec is not a teacher,” she stated, emphasizing the impact this has on both student learning and the workloads of qualified teachers. Yetman highlighted that unqualified staff often lack the necessary pedagogical knowledge, which can hinder effective teaching, especially in fundamental areas like reading and writing.
She reframed the narrative surrounding the teacher shortage, calling it a “retention and recruitment crisis.” Yetman pointed out that between 20 and 30 percent of new teachers leave the profession within their first five years. “We should be talking about a shortage of good working conditions, a shortage of resources for students, a shortage of respect for the profession,” she added.
Government Budget Cuts and Future Recruitment
The Quebec government has faced criticism for its handling of educational funding. Recently, it announced $570 million in cuts to the education budget, attributing the financial strain to school boards exceeding their budgets. Yetman condemned this decision, arguing that blaming the education sector for the province’s deficit is misguided.
In response to ongoing criticism, the government has since allocated an additional $540 million to the education budget, although this increase comes with stipulations. Yetman remains skeptical about the long-term implications of these financial decisions on the quality of education.
As for support staff roles, which include special education technicians and mental health professionals, Drainville stated that recruitment efforts are underway. However, specific figures regarding the number of positions to be filled in this area remain unclear. Data on these vacancies is expected to be released by the end of August.
With the school year rapidly approaching, the Quebec education system is at a critical juncture. While strides have been made in reducing the number of unfilled teaching positions, significant challenges remain that demand attention to ensure a stable and effective educational environment for students.
