Rising Care-Home Rents Burden Seniors in Manitoba

Rents at personal care homes in Manitoba are becoming increasingly unaffordable for many seniors, despite government attempts to manage costs. Under both the Progressive Conservative and New Democratic Party (NDP) administrations, these rates have continued to rise, placing additional financial strain on residents who often rely on fixed incomes.
In June 2020, during the early stages of the COVID-19 pandemic, the Manitoba government, led by former Premier Brian Pallister, planned an annual increase in personal care home rents. Reports indicated that residents could expect to pay an additional $1,660.75 annually. This increase sparked criticism from Uzoma Asagwara, who was then the NDP health critic, as many residents faced challenges from the pandemic and rising living costs.
Fast forward to 2023, and the situation remains dire for many seniors. The pressures of inflation have affected all aspects of life, from groceries to housing. Although the Consumer Price Index showed a modest increase of 1.7 percent year-over-year in July 2023, inflation peaked at 6.8 percent in 2022. Many seniors are still struggling to manage their finances in this challenging environment.
Recent reports highlight individual cases that illustrate this growing concern. Gerald Trapp and Susan Howse, caregivers for their friend Alan Howard Metzler, shared their frustration with the rising costs. Metzler was recently reassessed for a daily rate of $73.10, a significant jump from his previous rate of just over $57. Howse pointed out that Metzler’s total monthly income from three pensions is less than what is now being requested for his care.
Another alarming case involves Louis Sokol, a 77-year-old resident of the Fairview Personal Care Home. Over the last four and a half years, Sokol has seen his rent increase by nearly $700. In July 2023, he spent $1,891 on rent, leaving him with only $10 for the rest of the month. Sokol has had to withdraw from his registered retirement income fund (RRIF) to cover increasing costs, which in turn has resulted in further rent increases based on his income.
“What am I supposed to do? It’s just out of this world,” Sokol expressed in an interview. He noted that, ideally, his rent should be at least $400 less than his income, following guidelines from Manitoba Health‘s personal care services that suggest residents should retain $4,800 annually, or approximately $400 monthly, for other expenses.
The situation has raised concerns regarding the government’s approach to managing care home rates. Asagwara’s office has faced scrutiny for its lack of direct engagement with the press, often opting to release statements that provide little clarity or assistance. A spokesperson for Asagwara stated that charges are based on net income from tax returns, which includes various income sources. The spokesperson emphasized that this method is intended to ensure fairness.
Despite these assurances, many residents feel that the current system does not adequately address their needs. Care home rent charges currently range from $43.10 to $104.20 per day, primarily aimed at covering operational costs such as supplies, labor, and food. The total cost of care, as reported, stands at $296 per person per day.
As Manitoba continues to grapple with the issue of affordable care home rents, many residents and advocates are calling for a reassessment of these rates. The need for a comprehensive review is evident, as it is crucial for seniors to receive the support they require without the burden of unsustainable costs.
