Myanmar Military Declares Karen Rebels Terrorists Ahead of Elections

Myanmar’s military government has officially designated the **Karen National Union** (KNU) as a terrorist organization, a move that criminalizes any affiliation with the group as the country approaches elections scheduled for **December 28, 2023**. This classification makes nearly all activities related to the KNU illegal, including communication by third parties.

The KNU, based in southeastern Myanmar, has fought for increased autonomy since the country gained independence from Britain in **1948**. Tensions escalated after the military coup in **February 2021**, which ousted the democratically elected government of **Aung San Suu Kyi**. The KNU has been engaged in intensified combat with the military since then, aiming to disrupt the upcoming elections, which they and other opposition groups consider illegitimate.

Government’s Warning and Legal Implications

The military’s Anti-Terrorism Central Committee announced the designation, citing that the KNU has caused significant harm to public safety and property. **Senior Gen. Min Aung Hlaing**, who also serves as Myanmar’s acting president, classified the KNU and its affiliates as unlawful organizations, making any contact with them punishable under the law.

State-run MRTV emphasized the seriousness of the announcement, repeatedly broadcasting a quote from **Aung San**, Myanmar’s independence leader. He warned against disrupting the electoral process, stating, “Our government will not look on with indifference at those who try to disrupt the election.” This serves as a clear message to the KNU regarding their intentions to hinder the electoral process.

The KNU did not respond to requests for comment from the **Associated Press**. Critics assert that the upcoming elections are a façade meant to legitimize the military’s control since the coup. The disbandment of Suu Kyi’s **National League for Democracy** party, which won a landslide victory in the 2020 elections, further undermines the elections’ credibility.

Ethnic Tensions and Ongoing Conflict

The KNU is part of a larger struggle for autonomy among various ethnic groups in Myanmar, many of which have fought for decades against central government authority. In **October 2015**, the KNU and several other ethnic armies signed a ceasefire agreement with the previous quasi-civilian government, aiming to end over sixty years of conflict. However, since the military takeover, the KNU has allied with pro-democracy militias and provided sanctuary to opponents of the military regime.

Following the violent suppression of peaceful protests against the coup, armed resistance has surged, plunging much of Myanmar into civil conflict. The KNU’s armed wing, the **Karen National Liberation Army**, has taken an active role in training young activists in guerilla warfare, preparing them for combat against government forces.

In addition to the ongoing armed conflict, the military government recently enacted stringent election laws that impose severe penalties, including the death penalty, for any opposition to the electoral process. The KNU and other opposition groups have vowed to resist these elections, asserting that they do not meet the necessary standards for fairness and transparency.
