Quebec Ombudsman Reveals ‘Elder Abuse’ at Montreal Hospital
URGENT UPDATE: The Quebec Ombudsman has just unveiled shocking findings regarding the treatment of patients at Montreal’s Sacré-Cœur Hospital, describing the hospital’s systematic use of restraints as akin to “elder abuse.” This alarming report comes after an investigation initiated in October 2024, following complaints of the “abusive application” of both physical and chemical restraints.
During unannounced visits on October 22 and 23, officials discovered that patients were subjected to restraints for extended periods, in violation of legal standards that dictate such measures should only be used as a last resort. The report highlights that patients were often left restrained for several hours, with some enduring this treatment for up to eight consecutive hours.
“Control measures are too often used without justification,” the report stated, revealing harrowing details about the conditions faced by vulnerable individuals. In one troubling case, an elderly patient was strapped into a chair and found on the floor in their own urine and feces. Another patient reportedly went four days without being lifted, despite having no medical restrictions.
The ombudsman emphasized that while healthcare staff face significant workloads, this does not excuse violations of patients’ fundamental rights. “The lack of resources can in no way justify actions that infringe on the fundamental rights of users,” the report concluded.
In response to these findings, the ombudsman has issued 10 urgent recommendations aimed at rectifying the situation. These include ensuring that nursing staff adhere strictly to the law regarding control measures, even under excessive workloads, and conducting daily checks on the necessity of such measures. The hospital is required to submit the results of an audit detailing compliance with these recommendations by March 31, 2026.
Additionally, the report calls for reminders to all healthcare staff about appropriate conditions for using bed rails, ensuring call bells are functioning correctly, and evaluating the protocols related to fall risk assessments.
The revelations from the ombudsman’s office underscore the critical need for immediate reforms within the healthcare system, highlighting a shared responsibility between staff, managers, and senior management to ensure quality patient care.
As the situation develops, it is crucial that stakeholders take swift action to address these pervasive issues, ensuring that the rights and dignity of all patients are upheld.
