Sahtu Communities Implement K-9 Screening to Combat Substance Abuse

Communities in the Sahtu region of Canada are taking proactive measures to combat substance abuse by introducing a K-9 screening program. The initiative, recently launched in Délı̨nę, N.W.T., aims to prevent drugs and alcohol from entering the community, following a similar program established in Fort Good Hope in May 2023.

The introduction of K-9 screenings is a direct response to growing concerns about the influx of harmful substances arriving by air and winter road. Joseph Tobac, president of the Yamoga Land Corporation, highlighted the pervasive issue in Fort Good Hope, stating, “There isn’t a person in Fort Good Hope that isn’t directly affected by this.” He emphasized the community’s loss of members due to substance abuse, including mothers, fathers, sons, and daughters.

Community leaders sought a solution that would empower residents to reclaim control over what enters their environment. Tobac stated, “We want to give our community, our children a chance to live their lives drug free, violence free, and to show them that we are a strong, healthy, thriving community.”

K-9 Detection Services Enhance Community Safety

The K-9 screenings are conducted by North of Sixty K-9 Detection Services, led by former RCMP officer Mark Hicks. The dogs, trained to detect substances, check all bags, freight, and cargo in Yellowknife before flights head to both communities. Hicks plans to expand the program to include dogs trained to detect firearms.

Hicks utilizes passive-detection dogs, which are described as friendly and approachable. He noted the importance of their demeanor in making the screening process comfortable for everyone involved. “We’re not here to persecute, prosecute, or make anybody feel guilty,” Hicks remarked. “We’re here to educate and try and make our communities better.”

Hicks, who identifies as a member of the Mohawk Nation, has witnessed the devastating effects of substance use on communities. He expressed the significance of positive feedback he receives, sharing that it “warms my heart” when young individuals express gratitude for the initiative’s impact on their homes.

In support of these community actions, a spokesperson for the RCMP clarified that the service is independent of police operations and that officers only intervene when alerted by detection. They advocate for community-led efforts to mitigate the harms associated with drugs and alcohol.

Positive Outcomes and Future Aspirations

Wilbert Kochon, Grand Chief of the Sahtu Dene Council, noted the positive changes observed in Fort Good Hope since the initiation of the screening program. He believes the success observed there has encouraged Délı̨nę to adopt similar measures, yet he aims for long-term progress across the entire Sahtu region.

Kochon expressed concern regarding Colville Lake, where he resides, fearing that as screening measures become more prevalent in other areas, the local airport might become a potential conduit for substances. He hopes to see further community involvement in prevention initiatives.

Tobac reported that the screening program has already yielded promising results, citing a significant decrease in the amount of illicit substances reaching Fort Good Hope. “We’ve seen a documented decrease in crime statistics, especially domestic violence, and a decrease in mental health crises and calls for service,” he said. He emphasized that the program aims to protect families rather than shame individuals, especially after the community has faced numerous challenges in recent years.

As communities in the Sahtu region continue to combat substance abuse, the K-9 screening program represents a proactive approach, fostering a safer environment for residents and promoting healthier lifestyles among future generations.
