Surrey Urges B.C. to Enforce Fireworks Restrictions Amid Safety Concerns

UPDATE: The City of Surrey is urgently pushing for a province-wide restriction on the use and possession of fireworks, citing escalating safety concerns. Councillor Rob Stutt presented this motion to the council on December 1, 2023, arguing that current regulations are inadequate and inconsistent across municipalities.

Stutt emphasized the significant risks associated with fireworks, including potential property damage, injuries, and noise disturbances that strain first responders. “Despite our own bylaw, illegal use of fireworks remains rampant, especially around major holidays,” he stated during the council meeting.

Residents have expressed growing anxiety over injuries, the impact on pets and wildlife, and an overwhelming number of complaints each year. Stutt’s motion aims to direct city staff to draft correspondence urging the provincial government for a B.C.-wide restriction on fireworks.

Councillor Doug Elford voiced his support, noting that the issue generates numerous complaints every Halloween. He remarked on the evolution of fireworks usage in Surrey, transitioning from “Roman candles” to much more powerful displays that are alarming for residents and pets alike.

“It’s very challenging because there are cultural issues tied to fireworks, but we’ve moved on to pretty seriously heavy-duty fireworks that rattle windows,” Elford said.

Elford favored the term “restriction,” allowing for organized events with proper permits while prioritizing safety. He criticized local businesses advertising fireworks sales on social media, calling for a decisive stance against such practices.

Mayor Brenda Locke also shared her concerns, highlighting the disruption caused by prolonged fireworks usage. “It’s disturbing to many residents to have fireworks going off for two or three months,” she said. Locke acknowledged the cultural significance of fireworks on occasions like Diwali and Halloween but called for a balanced approach to their use.
