Greater Vancouver’s Homeless Count Reveals Critical Youth Needs

The 2025 Greater Vancouver Homeless Count report has revealed a significant increase in homelessness across the region, with a total of 5,232 individuals reported as homeless. This figure marks a staggering rise from 2,174 in 2005, representing a 141 percent increase. The findings underscore an urgent call for a coordinated response involving all levels of government, community organizations, and those with lived experiences to meet the escalating demand for housing and support services, particularly for vulnerable young people.
The report highlights that youth under the age of 25 accounted for 6 percent of the total homeless population, translating to 172 young individuals. Alarmingly, half of these youth were unsheltered, indicating a critical lack of appropriate services tailored to their unique needs. Traditional adult-oriented programs often fall short in providing the safety and support necessary for young people navigating homelessness.
Rising Vulnerability and Urgent Needs
The situation in Greater Vancouver reflects a broader trend across Canada. The City of Toronto recently released a survey indicating that the number of homeless individuals in the city has more than doubled since the spring of 2021, jumping from approximately 7,300 to 15,400 by autumn 2023. This surge highlights a nationwide crisis, with encampments becoming increasingly visible even in smaller communities, as individuals seek safety and connection amid dire circumstances.
A night spent on the streets exposes individuals to severe risks, including illness and violence. Many young people, in particular, find themselves especially vulnerable. The report from Greater Vancouver revealed that the percentage of unsheltered homeless youth is the highest among all demographic groups. Without adequate services, these young individuals face limited options for support, perpetuating a cycle of marginalization.
At Covenant House Vancouver, the demand for youth services is evident. Young people seeking assistance often arrive with the expectation of a short stay but frequently end up remaining for months or even years, as they work to heal and redefine their futures. The organization offers a comprehensive range of support, including housing, mental health services, and life skills training.
The Path Forward: Investing in Youth Services
Addressing the homelessness crisis requires more than merely providing shelter. A holistic approach is necessary, one that recognizes the diverse needs of young people and delivers tailored solutions. The lack of access to youth-oriented services can have dire consequences, leading to long-term isolation and social exclusion. According to the City of Toronto’s survey, 52 percent of individuals in correctional facilities who experienced homelessness did so before the age of 24, while 34 percent were previously in health and treatment facilities.
The journey of a young person experiencing homelessness can be fraught with challenges, but the prospect of stable housing can ignite hope. It is crucial to understand that a “housing first” strategy does not equate to a “housing-only” approach. Sustainable change arises from the combination of stable housing and essential support services.
To create lasting impact, investment is necessary from all levels of government, along with support for frontline services that are currently overwhelmed by demand. Addressing systemic issues such as inequality, poverty, and housing affordability is also critical in fostering a supportive environment for young people.

The recent homeless count report should serve as a clarion call for immediate action to develop systematic, evidence-based, and person-centered responses.
