Langley Township to Construct 6,596 Homes by 2025 Deadline
Langley Township must construct a total of 6,596 homes within the next five years, according to a mandate issued by the provincial government of British Columbia. This directive is part of a broader initiative aimed at addressing the increasing demand for housing in various communities across the province. Announced in May 2025, this requirement is among the latest set of targets assigned to a fourth group of municipalities under the province’s expanded housing-targets program.
Starting September 1, 2025, the provincial government will enforce these five-year housing targets, which are structured to meet 75 percent of the estimated housing needs for each municipality. In addition to Langley Township, the targets include significant numbers for other municipalities: Burnaby is tasked with 10,240 homes, Coquitlam with 6,481, and Richmond with 6,753. Overall, the combined targets across all municipalities amount to 38,930 homes.
The provincial guidelines provided to municipalities recommend specific housing unit sizes and include directives on the proportion of rentals versus owned homes. Notably, over 14,000 of these homes are designated as below-market rentals, aiming to provide more affordable housing options.
Many municipalities, including Burnaby, Langford, and Penticton, have already begun implementing proactive measures, such as refining local policies and building strong community partnerships, to better cater to the housing needs of their residents. The provincial government plans to utilize data from the housing-targets program to collaborate with the federal government on necessary infrastructure and amenity investments.
This initiative aligns with the goals of the Housing Supply Act, which seeks to enhance the availability, affordability, and overall supply of housing in areas experiencing significant demand. The program aims to help communities accommodate projected population growth and local housing requirements, ensuring that more individuals can find suitable homes within their budgets.
As part of the broader Homes for People action plan, the housing-targets program builds upon a substantial $19 billion investment in housing across the province. So far, more than 16,000 new homes have been constructed in the first 30 communities that received housing targets.

The Langley Advance Times has reached out to the Township of Langley for additional commentary. Langley City, which was included in the second group of municipalities to receive housing targets, was assigned a target of 1,844 units in the summer of 2024. Mayor Nathan Pachal stated, “Langley City is proud to deliver a variety of housing for various needs. With an official community plan that aligns with provincial housing goals, we remain focused on getting homes built while preserving walkability and livability in our city. To support timely, high-quality housing delivery, we will continue to streamline our development processes, which remain among the most efficient in Metro Vancouver.”
