Town Hall in Falher to Address Proposed Oil and Gas Strategy
A town hall meeting is scheduled in Falher on October 16, 2023, to discuss the province’s proposed Mature Asset Strategy (MAS) aimed at managing inactive oil and gas wells. Organized by a non-partisan group, the event will explore the implications of the MAS, which seeks to optimize the value from aging oil and gas infrastructure while ensuring responsible site closures.
The MAS was introduced in response to the increasing number of inactive sites across Alberta. Brian Jean, Alberta’s Minister of Energy and Minerals, has emphasized that the strategy is designed to protect taxpayer interests. According to Minister Jean, the 20 recommendations included in the strategy prioritize the financial responsibilities of industry stakeholders over that of taxpayers.
Alberta Municipalities has expressed its support for the MAS, viewing it as a critical opportunity to address the financial challenges associated with aging oil and gas wells. The organization highlights the importance of municipalities as partners in Alberta’s economic development, providing essential services and infrastructure that support both industry and local communities.
However, concerns have been raised regarding the potential erosion of the Polluter Pays Principle, which holds companies accountable for the cleanup of closed wells. Phillip Meintzer, the town hall organizer and representative of the Coalition For Responsible Energy (C4RE), has voiced apprehension that the MAS could shift the cleanup costs onto taxpayers. Meintzer acknowledges there are beneficial aspects of the MAS but believes certain recommendations may undermine the principle of corporate responsibility.
The County of Grande Prairie’s Reeve, Bob Marshall, has echoed these sentiments. His statement aligns with earlier responses from the Rural Municipalities of Alberta (RMA) regarding the MAS. The RMA’s response, published in April 2025, noted that alterations to the definitions and assessments of mature assets might significantly affect the County’s tax revenues, although the full extent of these impacts is not yet clear.
The town hall will take place at Club Alouette in Falher, with doors opening at 18:00 and the meeting commencing at 19:00. This event provides a platform for community members to engage in discussions around the future of oil and gas infrastructure management in Alberta.
