Kawartha Lakes Council Reflects on Leadership Transition and Achievements
The Kawartha Lakes Council convened on December 9, 2025, to reflect on accomplishments during the past term and prepare for a leadership transition. The meeting marked the final report of outgoing Deputy Mayor Charlie McDonald, who highlighted significant initiatives and achievements from his two-year tenure.
During his address, Councillor McDonald emphasized the importance of collaboration with fellow council members and municipal staff. “Together we achieved a lot this year, even with all the challenges we face,” he stated. “I believe that we’re on the right track. It’s been very educational, it’s been very rewarding, and I couldn’t have done it without all of your support.”
One of the key highlights of McDonald’s term was the municipality’s Short-Term Rental (STR) program, which he described as self-sustaining. The initiative recently secured over $450,000 in grant funding over three years, aimed at enhancing efficiency and response times for residents.
Another major focus during McDonald’s tenure was improving customer service. He outlined efforts to establish new service standards, intended to enhance consistency and transparency in responding to service requests from residents. These initiatives reflect the council’s commitment to making municipal operations more accessible and accountable to the community.
Housing stability also remained a priority for McDonald. He noted that ensuring residents have the necessary tools to address renovictions has been a continuous focus, demonstrating the council’s dedication to housing stability throughout the municipality. He shared insights from his experience in the Emergency Operations Centre during the March ice storm, noting that lessons learned from that event have informed ongoing preparations for large-scale weather emergencies.
As chair of the Budget Committee, McDonald highlighted what he termed historic investments in infrastructure and increased policing, all while maintaining a commitment to cost control.
Mayor Doug Elmslie acknowledged McDonald’s contributions, stating, “I really appreciate everything he’s done over that period of time.” He pointed out that McDonald’s collaborative approach with both council and staff has been instrumental in navigating economic pressures while keeping the municipality’s priorities on track.
Chief Administrative Officer Ron Taylor also recognized McDonald’s efforts, particularly in enhancing customer service and operational efficiency. Taylor remarked that the groundwork laid during this term will yield long-term benefits for both the municipality and its residents.
Following McDonald’s report, the council moved to select its next Deputy Mayor. Ward 8 Councillor Tracy Richardson, nominated by McDonald, was acclaimed to the role for a 12-month term beginning January 1, 2026. McDonald praised Richardson’s leadership on significant municipal projects, including the Growth Management Strategy and Development Charges Strategy.
In her acceptance remarks, Councillor Richardson expressed gratitude to the council and emphasized the strength and dedication she has witnessed among her colleagues. “Serving alongside each of you has shown me the strength, dedication, and heart that drive our municipality forward,” she stated. She outlined her intended focus for the coming year on strengthening community engagement through the customer service strategy, while continuing the momentum established during McDonald’s term.
The December meeting encapsulated a moment of reflection on a productive term and a recognition of new leadership ready to advance Kawartha Lakes in the year ahead.
