Montreal Plans Innovative Housing Project for At-Risk Youth

In response to the growing homelessness crisis, Montreal is advancing a unique project aimed at supporting vulnerable youth exiting the child protection system. The initiative, called Agora Déclic, seeks to provide not only housing but also educational and psychosocial services to young adults who are at risk of homelessness after leaving care.

Research indicates that one in three unhoused individuals in Montreal has previously been under the care of the Direction de la protection de la jeunesse (DPJ). This alarming statistic reveals that approximately 2,000 youths transition out of care each year, often unprepared for independent living. Marc Fortin, chair of the board of Déclic, emphasized the urgent need for systemic change, stating, “We know the source. It’s rare we know the source.”

Addressing the Gap in Social Services

The traditional system that is meant to protect children often leaves them without adequate support upon reaching adulthood, leading to increased risks of homelessness. Agora Déclic proposes a comprehensive solution that combines existing services with 150 studio apartments. Fortin explained that the housing component is critical, as it alleviates immediate concerns about shelter, allowing young adults to focus on education and self-sufficiency.

Benoît Bernier, co-founder and director of development at Déclic, described the organization’s approach as one that adapts to the needs of these young people while respecting their transition into adulthood. “Our role is like an aggregator. We organize the resources and bring them to the young people,” he noted, emphasizing a commitment to a trauma-informed methodology.

“The goal is not to isolate them; it’s to make them independent,” Bernier added, outlining plans for a vocational laboratory that aims to equip participants with essential life skills and job market readiness. He believes that no other initiative currently offers such a holistic approach, stating, “There’s no equivalent that exists anywhere.”

Project Status and Future Steps

The estimated cost of the $90 million project is significant, yet progress is being made. The chosen site for development is the old Couvent des Frères Franciscains, located near the Maisonneuve-Rosemont Hospital. A partnership has been established with real estate developer Prével, which will incorporate Déclic’s facilities into its project for social and affordable housing.

Despite positive discussions with government authorities, including the Quebec government, securing the necessary funding and approvals has proven challenging. The initiative requires coordination among three ministries: health and social services, education, and housing. Marylène Le Houillier, spokesperson for Education Minister Sonia LeBel, indicated that the government acknowledges the importance of supporting youths transitioning from the DPJ and is engaged in ongoing discussions to ensure the project’s viability.

As political changes loom, with Quebec Premier François Legault stepping down and a leadership race on the horizon, urgency is building around the timeline for Agora Déclic. The organization aims to launch vocational programming by the end of 2026, complete the housing units by 2028, and consolidate educational and social services on-site by 2029.

Bernier expressed a sense of optimism, stating, “A lot of things have been activated in the last few months, so we’re getting closer. We just need the necessary push.” As discussions continue, the hope is that timely action can prevent more young adults from falling into homelessness.
