Toronto Mayor Launches Ambitious School Food Program Expansion
Toronto is taking significant strides to enhance its school food program, with Mayor Olivia Chow announcing a new initiative following the city’s success in an international innovation challenge. This victory grants Toronto an additional $1.4 million to develop a community food hub pilot project aimed at expanding its school meal offerings. The initiative aims to grow the current free morning meal program from 73 to 228 schools by 2026, with the ultimate goal of establishing a universal lunch program by 2030.
The funding received through the 2026 Mayor’s Challenge by Bloomberg Philanthropies positions Toronto as one of the 24 cities selected from over 630 applicants. During the announcement, Chow emphasized the broader vision behind the initiative, stating, “We’re not just feeding kids, we’re rebuilding how food gets to them.” The approach aims to streamline food procurement by purchasing in bulk, which will not only reduce costs but also support local farmers and create jobs within the community.
Innovative School Food Hub Concept
The proposed school food hub seeks to leverage the scale of the program to achieve economies of scale in food sourcing. Debbie Field, national coordinator for the Coalition for Healthy School Food, explained that consolidating orders across multiple schools can significantly lower prices. “Think about every school in town, think about if they were all local restaurants,” Field noted. “When you can consolidate this and show a supplier that you’re buying for a multitude of schools, you can get a better price.”
The strategy includes sourcing food from local suppliers, which could lead to improved quality and availability. For example, an apple farmer may be more inclined to deliver large quantities to a central distribution point, such as the North York Harvest Food Bank, rather than making individual deliveries to each school. This distribution model not only increases efficiency but also enhances access to local produce.
At the North York Harvest Food Bank, executive director Ryan Noble highlighted the potential for job creation through this pilot project. The food bank currently offers job training programs, allowing individuals seeking assistance to gain skills and employment opportunities.
Need for Broader Support
Achieving the ambitious goals set forth by Mayor Chow will require collaboration and financial backing from higher levels of government. In 2024, the federal government announced a commitment of $1 billion over five years to support provincial school food initiatives. Additionally, Prime Minister Mark Carney has indicated plans to allocate $216.6 million in permanent funding for the program in his first budget.
On the provincial level, a recent announcement included an additional $5 million to the student nutrition program, bringing the total provincial spending to $37.5 million for 2025. According to a report presented by Toronto Public Health, in the 2024-2025 period, the city received $4.7 million from federal sources and $8.5 million from provincial funds for school food programs. This left the city as the largest contributor, providing $32 million in the 2026 budget.
Field called for increased funding from both provincial and federal sources, emphasizing, “We say sometimes it takes a village to feed a kid. This is true. This is not any one government’s responsibility. Everybody plays a role in this.” As Toronto embarks on this transformative initiative, the collaboration of local governments, non-profits, and community organizations will be crucial in ensuring the success of the school food program.
