B.C. Enhances Water Quality Plan for Elk Valley Mining Impact

The government of British Columbia (B.C.) has announced an updated Elk Valley Water Quality Plan aimed at improving the management of mining impacts on local water quality. This amendment, revealed on July 31, 2023, marks the first revision of the Elk Valley’s area-based management plan since its inception in 2014.

The updated plan emerged from a comprehensive year-long consultation involving various stakeholders, including government entities, First Nations, industry representatives, and the public. This collaborative effort underscores the commitment to enhance water quality through clear objectives and guidance for decision-makers.

One of the central goals of the amended plan is to ensure the provision of clean water in the Elk Valley while addressing community and Ktunaxa First Nations’ concerns. The Ministry of Environment and Parks highlighted that the amendment reinforces the provincial commitment to environmental protection and wildlife conservation in the region. It also acknowledges the importance of the mining industry to local communities and the broader economy.

“This amendment is a milestone for the province, restructuring the plan into a government-led framework for decision-making,” stated a representative from the Ministry of Environment and Parks. Plans are already in place for a future amendment that will review the selenium water-quality target for the Koocanusa Reservoir, with ongoing engagement planned with partners throughout this process.

The Elk Valley Water Quality Plan has been instrumental in driving significant investments toward water treatment initiatives. Since 2014, Elk Valley Resources has committed over $1.5 billion to improve water quality, with four additional water-treatment facilities currently under construction. These facilities are expected to double the water-treatment capacity at the company’s mines in the valley by the end of 2027.

As the updated plan takes effect, it is anticipated that these advancements will yield tangible improvements in water quality, further ensuring the health of the Elk Valley’s ecosystem and its communities.
