Germany Expels Russian Diplomat Linked to Espionage Case

Germany has expelled a Russian diplomat suspected of being the handler of a woman arrested for espionage. The German foreign ministry announced the decision on March 7, 2024, following the arrest of a German-Ukrainian businesswoman identified as Ilona W., who is alleged to have gathered sensitive information on military aid to Ukraine.

The expulsion was communicated to Russia’s ambassador during a meeting in Berlin. The ministry emphasized that the German government would not tolerate any form of espionage, especially under the cover of diplomatic immunity. “Today we summoned the Russian ambassador and informed him of the expulsion of the individual in question who spied on behalf of Russia,” the ministry stated on social media platform X.

Tensions between Germany and Russia have escalated significantly since the onset of Russia’s war in Ukraine. Germany has positioned itself as a strong supporter of Kyiv, while accusing Moscow of engaging in drone surveillance, sabotage, and disinformation efforts.

Ilona W. was arrested on March 6, 2024, and is accused of using her connections within the German defense ministry to obtain information regarding military assistance to Ukraine, drone testing facilities, and the arms industry. Reports indicate she facilitated her Russian handler’s attendance at political events in Berlin under a false identity, enabling him to establish valuable contacts.

According to news magazine Der Spiegel, the handler is believed to be an officer in Russia’s GRU military intelligence service, serving under the diplomatic title of deputy military attache. The magazine identified him as Andrei M. and reported that he has been ordered to leave Germany within 72 hours.

During a visit to Ethiopia, German Foreign Minister Johann Wadephul characterized the actions taken against the Russian diplomat as a “hostile act.” He stated, “We have made it clear that this is a hostile act and that intelligence activities in our country are completely unacceptable, especially under the guise of diplomacy.” Wadephul added that this incident demonstrates Germany’s vigilance regarding Russian activities within its borders.

The legal proceedings against Ilona W. continue as she was remanded in custody following her initial court appearance. Sources familiar with her background indicate that she was involved in organizations advocating for international cooperation, particularly regarding issues related to Russia and Ukraine. However, her influence in political and business circles was described as limited.

A spokesperson for the German defense ministry confirmed that two former military officials are under investigation for allegedly providing Ilona W. with sensitive information. These individuals, one a recently retired staff officer and the other a former senior civil servant, are suspected of using their connections within the German Armed Forces to relay classified information. The spokesperson clarified that the ongoing investigation aims to determine whether these officials were aware that the information was being passed to Russian intelligence.
