Orangeville Resident Challenges Inclusion in Heritage District Plan

Residents in Orangeville are raising concerns over the inclusion of certain properties in a proposed heritage conservation district. One of the vocal opponents is Scott Wilson, a former town councillor who has requested that his residence on Bythia Street be excluded from the plan, arguing that his home lacks historical significance.

Wilson asserts, “My house isn’t even a heritage house.” He cites a report from the engineering and architectural firm Stantec, which states that his property does not contribute to the heritage characteristics of the district. “I’m older than my house,” he quipped, further questioning the classification of his home as a ranch style, which the report does not adequately define compared to other architectural styles.

The intent of a heritage district designation is to preserve the historical qualities of a collection of buildings within a neighbourhood. Wilson argues that his house does not possess these characteristics and believes it should be excluded from the conservation efforts. “I have no objection to the district being established, but I don’t think it’s applicable to 27 Bythia,” he explained, suggesting that the boundaries be redrawn to exclude his property.

Wilson’s neighbour has similarly requested that their residence at 25 Bythia Street also be removed from the district. Both properties are adjacent to Kay Cee Gardens park and across the street from the Orangeville and District Seniors Centre. Wilson indicated that he has heard the town may also exclude these community spaces from the conservation plan.

In response, Deputy Mayor Todd Taylor noted that Wilson’s property is centrally located within the proposed boundaries. He emphasized that including all properties in the district helps safeguard against potential changes that could negatively impact the area. “The idea is to leave that neighbourhood as is, as the historic district that it is,” Taylor stated.

Wilson appeared unconvinced, questioning the rationale behind the inclusion of his property. “What I’m hearing you say, deputy mayor, is that you do want to freeze the characteristics of those buildings,” he replied, referencing the extensive documentation he brought to the meeting. Taylor countered, suggesting that collaboration with town staff could address any concerns Wilson may have.

The conversation highlighted a significant aspect of the heritage designation process. According to David Smith, the town’s Chief Administrative Officer, if Wilson’s property remains within the heritage district, any future renovations or modifications would likely require heritage permits. In some jurisdictions, even minor changes, such as altering a home’s colour or windows, necessitate approval from the heritage committee.

Wilson expressed frustration with this potential bureaucratic burden, suggesting that it complicates the process unnecessarily. “I could ask for a heritage designation on my home,” he said, noting that such a request might be met with skepticism due to his property’s age and lack of heritage characteristics.

As discussions continue regarding the proposed heritage conservation district in Orangeville, the debate underscores the complexities of balancing historical preservation with individual property rights. The town officials are tasked with considering these concerns while aiming to maintain the historical integrity of the area. Wilson’s case may serve as a pivotal point in shaping the final boundaries of the heritage district.
