Saanich Examines Safety Measures at Risky Intersection for Pedestrians

Concerns about pedestrian safety have prompted the district of Saanich to investigate improvements at the intersection where Cook Street meets Cloverdale Avenue, crossing Quadra Street. This area is particularly busy, as it serves students and families traveling to and from a nearby elementary school. In late 2023, a parent raised alarms by launching an online petition highlighting several near misses involving children, which garnered significant community attention.

In response, Saanich initiated a review of this intersection. According to Councillor Teale Phelps Bondaroff, the administrative traffic committee examined the situation and implemented some initial measures, including a “no turn on red” proposal and the introduction of leading pedestrian interval crossings on Quadra. These intervals allow pedestrians to enter the crosswalk a few seconds before vehicle traffic begins, a change that was implemented in early 2024.

While the leading pedestrian interval has been successfully introduced, the “no turn on red” proposal faced challenges. A preliminary assessment indicated that enforcing this rule would cause significant traffic delays on Cook Street. Consequently, Saanich has decided not to implement this feature at this time. Instead, the district is exploring further enhancements that align with a broader active transportation plan for Quadra Street.

As part of this ongoing effort, the district is currently in the concept stage of a project aimed at improving safety for pedestrians and cyclists. The timeline suggests that if the project moves forward, actual construction could commence no earlier than 2027. This initiative is crucial within the context of the larger Quadra/McKenzie Plan, which has seen multiple rounds of community feedback.

Phelps Bondaroff noted that the consultation process has evolved significantly, now entering its fourth phase of community engagement. While density and lane reduction have dominated discussions, he acknowledges that safety concerns do not receive as much attention. “Everyone has different priorities; safety doesn’t come up as much,” he commented, suggesting that ongoing consultations in other areas of road safety may contribute to this trend.

Proposed improvements for the Cook/Cloverdale/Quadra intersection include realigning the roads to enhance connectivity and safety for all users. The draft plan envisions Quadra Street being transformed into a complete street, emphasizing an active transportation network and improved public transit options.

Future developments may see Quadra Street become a rapid transit corridor, with dedicated stops in the village, according to the plan. Enhancements to Cook Street and Cloverdale Avenue aim to support sustainable transportation options, making them safer for pedestrians, cyclists, and public transport users. Plans also include expanded sidewalks and vegetation buffers to create a more comfortable environment for all modes of transportation.
