G7 Ministers Gather in Montreal to Tackle AI and Quantum Issues

Ministers from the G7 nations are convening in Montreal this week to discuss pressing issues surrounding artificial intelligence (AI) and quantum technologies. The two-day meeting, part of Canada’s G7 presidency, aims to foster collaboration among industry, digital, and technology leaders from some of the world’s most powerful countries.

The gathering follows the G7 leaders’ summit held in June 2025 in Kananaskis, Alberta, where Prime Minister Mark Carney welcomed leaders from the United States, the European Union, and other key nations. This meeting serves as an opportunity for ministers to build on earlier discussions regarding AI and its implications for society.

Evan Solomon, Canada’s Artificial Intelligence Minister, expressed optimism about the upcoming discussions, predicting a “productive” meeting. He emphasized the importance of shared values among G7 members, particularly in relation to AI and quantum initiatives. Solomon highlighted Canada’s focus on expanding trade routes and partnerships, which he believes will enhance the nation’s sovereignty in AI and quantum sectors.

Focus on Digital and Industrial Policy

The discussions are expected to cover a broad range of topics, including industrial and tech policy. Melanie Joly, Canada’s Industry Minister, will also participate, reflecting the meeting’s dual agenda. Paul Samson, president of the Centre for International Governance Innovation, noted that digital technology issues will likely dominate conversations, particularly due to their connections to economic competitiveness and resilience.

Samson estimates that discussions on AI could account for up to fifty percent of the total agenda. He remarked, “Digital technology issues are critical, and they tend to gravitate towards AI, especially in the context of global competition.”

The choice of Montreal as the host city is strategic, given its growing reputation as a global hub for AI research and innovation. The Canadian government aims to leverage this strength to influence discussions and set priorities for the G7.

Challenges and Opportunities Ahead

While the meeting will focus on digital issues, it also presents challenges. The G7 ministers will navigate differing perspectives, particularly between the European Union, which advocates for AI regulation, and the United States, which has historically resisted strict regulations. Heidi Tworek, a professor at the University of British Columbia, pointed out that the outcomes of this meeting may largely depend on American priorities.

Despite these differences, Tworek noted a consensus among G7 countries regarding the integral role of AI in future public services. A joint statement from the June summit underscored the commitment to enhance AI adoption in the public sector, aiming to improve service quality and government efficiency.

Experts like Mark Daley emphasize that while global governance of AI will not be resolved during this meeting, it is crucial for Canada to engage in the conversation. He identified interoperability of AI technologies as a key area of focus, stating, “Standards can change the world, and as a middle power, Canada has the opportunity to wield significant influence in technology domains.”

As the G7 ministers convene, their discussions will not only shape the future of AI and quantum technologies but also reflect broader geopolitical dynamics among member nations.
