Benin Launches Digital Platform for Biometric Passport Renewals

The government of Benin has introduced a new digital platform aimed at simplifying the biometric passport application process for its citizens living abroad. The platform, known as ePass, incorporates contactless fingerprint and facial biometrics verification, enabling citizens to renew their passports without the need to return home or wait in long lines at embassies and consulates.

In an announcement on X, the government described ePass as an innovative solution designed to fully digitize and streamline the passport renewal process for the Beninese diaspora. “Aware of the longstanding challenges faced by the Beninese diaspora, including long delays, complex administrative procedures and the geographical distance from consulates, the government is now offering a fast and secure solution that complies with ICAO standards,” the announcement stated.

How the ePass Platform Works

The ePass platform is accessible through both a mobile application and a website. It allows any Beninese citizen residing abroad to submit their passport renewal application from the comfort of their home. Once an application is validated, the new passport is expected to be delivered within a guaranteed timeframe of four weeks.

An explainer video detailing the steps to utilize the platform outlines the process. Applicants must first download the mobile app, register their account using their national digital ID and consular number, and then use their mobile phones to submit fingerprints and facial biometrics for authentication.

In 2023, teams were dispatched to various countries to assist Beninese citizens in setting up their accounts. After creating an account, applicants can request a passport renewal and submit all necessary documents while also having the ability to monitor the progress of their application in real time via the app.

Part of a Broader Digital Transformation Agenda

The ePass initiative aligns with Benin’s “4D Diplomacy” strategy and is part of the country’s broader digital transformation agenda. This agenda aims to enhance the efficiency of public service delivery to citizens. The government is committed to executing a digital public infrastructure (DPI) policy, which is expected to significantly improve technological capabilities and public service delivery.

In June 2023, Benin shared insights into its nine-year DPI journey during a webinar organized by the Centre for Digital Public Infrastructure (CDPI). The government is relying on international cooperation to bolster its DPI implementation and enhance the country’s overall technological landscape.

As Benin rolls out this innovative platform, it follows in the footsteps of countries like Nigeria, which has successfully decentralized and facilitated passport applications for its citizens living abroad, first launching a contactless app in Canada. This move signifies a significant advancement in how the Beninese government engages with its diaspora, addressing their specific challenges and needs in an increasingly digital world.
