$300M Housing Boom Announced for Downtown Windsor NOW
BREAKING: The City of Windsor has just announced a groundbreaking $300 million development project that will transform two under-utilized properties into over 380 new housing units. This exciting initiative, revealed today, aims to address the urgent housing needs of the community and is set to reshape Windsor’s downtown landscape.
Mayor Drew Dilkens, alongside Shmuel Farhi, CEO of Farhi Holdings Corporation, and Ward 3 Councillor Renaldo Agostino, shared details of the project that will include significant residential and commercial space. The developments will be located on Caron Avenue and at the corner of Riverside Drive West and Janette Avenue.
The Caron Avenue site will feature three buildings containing 200 housing units, with plans for a coffee shop and restaurant on the ground floor. Units will vary from studios to three-bedroom apartments. Meanwhile, the Riverside Drive project will introduce a stunning 28-storey residential tower with 187 units, including four penthouse suites.
This ambitious project is part of the city’s Housing Solutions Made for Windsor strategy, aimed at boosting housing supply amid growing demand. The initiative is designed to identify and prepare municipal lands for residential development, ensuring that Windsor’s housing market meets aggressive community targets.
Mayor Dilkens emphasized the importance of this development, stating, “This reflects substantial work that is going into attracting new investments, businesses, residents, and visitors to our community.” He noted that even amid global economic uncertainties, Windsor is on a positive growth trajectory that will benefit the community for generations.
Construction is anticipated to begin in 2026, with Farhi Holdings Corporation indicating readiness to start as soon as city permits are obtained. “The minute the city will give us the permits, you’re going to see the machines starting,” Farhi confirmed, underlining the urgency and commitment behind the project.
This announcement follows a previously stalled development by Farhi that aimed for a $50 million investment in a nearly 30-storey tower. Farhi clarified that this new project requires no bank support, with funding estimated between $20 to $30 million coming directly from the company.
The Caron Avenue site was specifically chosen for its strategic location, aligning with the city’s downtown development goals. Additional properties under consideration for future projects include the Pelisser Street parking lot and locations at the former W.D. Lowe site and the Roseland Golf Club parking area.
As Windsor undergoes this transformation, Dilkens encourages residents to remain optimistic and focus on the long-term vision for the city. He stated, “I just keep saying play the long game. And Mr. Farhi certainly plays the long game.”
With expressions of interest already launched for several other properties within the Housing Solutions strategy, Windsor is poised for a housing renaissance. This project not only aims to increase the availability of affordable housing but also reinvigorates the community’s downtown area.
