Council to Vote on 45-Bed Shelter Permit at 650 Exhibition Drive

UPDATE: Prince Albert City Council is set to make a crucial decision regarding a proposed 45-bed shelter at 650 Exhibition Drive during its regular meeting on October 27, 2023, at 5 p.m. This will be the first time the shelter project returns to the council since the public hearing on October 6, where the land sale and contract-zoning bylaw received initial approval.

The shelter, planned by the Saskatchewan Housing Corporation, aims to provide enhanced emergency accommodations. Council administration is advocating for the approval of the development permit to allow for detailed design, servicing, and environmental reviews to proceed. Craig Guidinger, the city’s director of community development, emphasized the urgency of the decision, stating, “This decision finalizes the development side, allowing SHA and the city to move toward building permits and the environmental review.”

Residents and local businesses have voiced mixed opinions about the project. While some believe the shelter is a necessary step toward addressing homelessness, others argue that it should be part of a comprehensive strategy. Concerns about waste management and safety have also been raised.

“It’s about fairness. People are worried about property values and safety,”

stated Ward 1 Coun. Daniel Brown, a consistent opponent of the selected site.

Conversely, Ward 3 Coun. Tony Head acknowledged the procedural nature of the upcoming decision but highlighted the importance of dignity in serving those in need. “We still need to treat people with dignity and respect,” he remarked, stressing the shelter’s role in providing support.

If the permit is granted, the Saskatchewan Housing Corporation will initiate final design work and establish a servicing agreement with the city. The city will maintain ownership of the property under a contract-zoning arrangement that enables the council to retract the operation if certain conditions are not met.

The council’s agenda will also include written submissions from residents collected after the public hearing, showcasing a range of community sentiments. The meeting will be held in the Council Chambers at City Hall, offering a crucial platform for public input on this significant development.
