Cranbrook Council Approves Controversial Single Egress Policy

BREAKING: The City of Cranbrook has just approved a contentious new policy that permits certain multi-story residential buildings to be constructed with only a single egress stairwell. The decision, made on December 9, 2024, reflects a significant shift in local building regulations aligned with recent amendments to the British Columbia Building Code (BCBC).

This policy change allows buildings with up to six storeys and 18 meters in height to utilize a single exit stairwell, but only under strict conditions. These include the presence of robust fire protection and emergency response infrastructure. Authorities warn that this design could pose serious risks if not implemented in the right context.

The BC government’s August 2024 alteration to the BCBC allows for this design only in areas equipped with high levels of fire prevention, suppression, and rescue capabilities. This includes having a fully staffed and equipped fire department, regular inspections, and reliable water supply. The government explicitly states that single-exit buildings should not be constructed in regions lacking these essential services.

Cranbrook Fire & Emergency Services has stated that while they provide rapid response for most emergencies, they currently lack the staffing and resources to effectively manage multiple firefighting units simultaneously. This shortfall raises alarms about the safety of residents should the single exit be blocked during an emergency.

The city has expressed that approving single-egress residential buildings under these circumstances would create a predictable life-safety risk. Until the operational capacity of the fire department meets the BCBC’s stringent requirements for such structures, city officials recommend against supporting these developments.

Despite the new policy, Cranbrook continues to advocate for housing development through other initiatives that align with its Housing Needs Assessment targets. Community leaders are urged to consider the implications of this policy on public safety, especially in light of the evolving urban landscape.

As Cranbrook moves forward with this controversial policy, all eyes will be on the city’s ability to balance housing needs with the safety of its residents. The community is encouraged to stay informed about ongoing developments and participate in discussions regarding the potential impacts of this new approach to building regulations.
