Major Construction Slows Traffic on EC Row Expressway – Urgent Update

UPDATE: Significant traffic slowdowns are reported on the EC Row Expressway due to a new construction project aimed at building an overpass at Banwell. As of this morning, cars are crawling as the city prepares for a major infrastructure upgrade.
This $100 million project, which kicked off early Monday, is expected to ease congestion in the long run, despite causing immediate delays. Ward 7 city councillor Angelo Marignani acknowledged the frustration from residents but emphasized the long-term benefits. “We are getting a lot of residents who are saying it’s about time. This is going to improve their quality of life, their travel time,” he stated.
The construction comes 11 months after the completion of the Banwell roundabout, located just down the street, and is projected to wrap up in 2027. During this period, the existing road will remain open, allowing some traffic flow while work continues. Marignani assured that the Expressway will close westbound for three days and then eastbound for another three days to facilitate essential underground infrastructure work.
In a bid to minimize disruption, Marignani announced plans to seek a noise exemption at the next council meeting to allow construction work to continue around the clock. He explained, “Our goal is to have the project completed in time for the holiday shopping season.”
Meanwhile, progress on the Manning Road roundabout is also underway. County engineer Allan Botham reported that the initial phase is nearing completion, with an expected finish in the next 2 to 3 weeks. Local businesses, including One Source Moving Solutions, are optimistic about the improvements. Operations manager Jen Michaud stated, “We’re definitely looking forward to having this roundabout completed so that our clients and our team can make it to and from the office without too much disruption. They’re doing a great job.”
As the region continues to develop, the focus will shift to widening County Road 42 west of Manning, enhancing access from all directions. Future construction plans are set to expand to the north, south, and east in the coming years.
In another area of Windsor, the Howard project near Devonshire Mall is advancing well. The stop sign at Howard to South Cameron has been removed, and new traffic lights have been installed at Howard and Sydney. Ward 9 councillor Keiran McKenzie announced that the project is on track for completion by mid to late October, aiming to support holiday shopping traffic.
As construction progresses, residents and commuters are urged to plan accordingly and stay informed about ongoing developments. The city is committed to improving infrastructure while minimizing disruption, making this a critical time for Windsor residents.
