URGENT UPDATE: Manitoba Premier Wab Kinew has confirmed that a new facility for detaining highly intoxicated individuals will open within the next two weeks. This announcement comes just after the provincial legislature passed a critical bill extending the detention time from 24 hours to 72 hours for those affected by substance use, particularly methamphetamines.

The facility, located at 190 Disraeli Fwy. in Winnipeg, will feature 20 units to accommodate individuals who pose a risk to themselves or the public due to intoxication. Kinew highlighted the potential for an additional 20 units to be added early next year, responding to the urgent need for more resources to manage substance abuse challenges in the province.

The new legislation aims to address the growing crisis surrounding long-lasting drugs, allowing authorities to provide a protective environment for individuals needing immediate care. Under this program, police will collaborate with hospital and facility staff to assess when intoxicated persons should be diverted from emergency rooms, ensuring they receive appropriate support.

Kinew emphasized the importance of providing “humane and dignified support” to individuals suffering from psychosis or severe intoxication. However, the plan has faced criticism from various health professionals who argue that involuntary detention may not be the optimal solution for addressing substance use issues.
