Toronto’s 60-Storey Tower Proposal Above Historic Building Moves Forward

UPDATE: A groundbreaking proposal to construct a 60-storey tower above the historic Stewart Building in Toronto is gaining momentum, with city staff recommending approval. The Toronto and East York Community Council will review the proposal on September 18, 2023, an urgent move that could reshape the skyline of College Street and significantly impact local housing.
The project, located at 149 College St., aims to preserve the architectural integrity of the more than 130-year-old Stewart Building, originally built as the Toronto Athletic Club in 1892-94. City staff assert that the tower will serve as a podium for the historic structure, integrating its façade and preserving its notable features, such as large arched windows and distinctive stonework.
The latest designs, which underwent revisions since their initial submission in October 2024, will introduce hundreds of residential units, including student accommodations, alongside significant institutional space. This development comes amid a critical housing shortage in Toronto, emphasizing the need for innovative solutions that respect the city’s heritage.
Officials have highlighted a new landscaped open area at the northeast corner of the site, which will enhance public access and community engagement. The proposal is set against the backdrop of a city grappling with rapid growth and increasing demand for housing, making its approval vital.
“Staff are of the opinion that the proposal conserves the cultural heritage values, attributes, and character of the heritage property,” city officials stated in a recent report. This sentiment reflects a balance between progress and preservation, crucial for maintaining Toronto’s unique character.
If the Toronto and East York Community Council approves the proposal, it will move to the City Council for further review in October. The decision will not only affect the architectural landscape but also the daily lives of residents and students in the area, making it a pivotal moment for community development.
As this story develops, it remains to be seen how local stakeholders and the community will respond to the potential transformation of this historic site. The outcome on September 18 could mark a significant chapter in Toronto’s ongoing evolution. Stay tuned for updates as the situation unfolds.
