Urgent Health Crisis Unfolds in Ontario Jails: Ex-Inmate Speaks Out

UPDATE: A former inmate has revealed shocking details about the dire health conditions within Ontario jails, highlighting an urgent crisis that demands immediate attention. Ashley Stevens, 30, shared her harrowing experience after suffering a miscarriage and a severe infection during her four-month stay at the Ottawa-Carleton Detention Centre.

Stevens stated, “I got sepsis,” after being hospitalized for her condition. “The doctor even said if I didn’t come in when I did, I would have been dead.” This alarming incident reflects a growing trend of health care failures in Ontario correctional facilities.

Just this year, complaints from inmates regarding health care have surged, doubling over the last six years. More than a third of these grievances, according to a CBC analysis, stem from inadequate access to medical staff—issues that are now becoming critical.

During her incarceration, Stevens repeatedly informed nurses about her severe bleeding. After five days of distress, she was finally sent to the hospital, where it was confirmed she had lost her baby. Upon returning to jail, she discovered an infection on her body that had gone completely unnoticed by correctional staff. “It was fully ignored,” she said, expressing frustration at receiving minimal care.

The situation in Ontario jails is alarming. Complaints about health care have jumped from nine complaints per 100 inmates in 2019 to 17 per 100 inmates in 2024. “These are not frivolous claims,” stated University of Ottawa criminology professor Justin Piché, highlighting a systemic failure to provide adequate medical care for inmates—especially those with pre-existing health issues.

As the jail population continues to climb—over 30% since 2019—the staff-to-inmate ratio has deteriorated, leading to an overburdened system. Official data indicates that the number of government-employed medical staff has dropped nearly 50% from over 1,000 in 2019 to around 550 in 2025, exacerbating the health crisis.

The Ontario Ministry of the Solicitor General claims policies are in place for medical emergencies, but their response to Stevens’s case has been vague, citing privacy concerns. “Each facility has primary care practitioners responsible for the provision of primary medical services,” they stated in an email to CBC News. However, the reality on the ground tells a different story.

Dr. Louisa Marion-Bellemare, a physician working in Ontario jails, warns that the health crisis extends beyond the prison walls. She noted, “If we’re in a health-care crisis outside of jails…there’s also a crisis for health-care providers within provincial corrections.”

The emotional toll on inmates is profound. Stevens’s lawyer, Nevada McEniry-Hatajlo, noted that during sentencing for her charges, the judge acknowledged the hardships her client faced in jail, illustrating a growing awareness among the judiciary regarding the poor conditions in Ontario jails.

A concerning trend has emerged: judges are increasingly staying cases or reducing sentences due to the harsh realities of confinement. Ontario Senator Kim Pate commented, “Judges are becoming much more aware of it,” signaling that systemic issues are now influencing legal outcomes.

As the province grapples with overcrowding and insufficient medical care, experts urge a reevaluation of who is being incarcerated and how they are treated behind bars. “What’s going to solve this problem is keeping people out of jail in the first place,” Dr. Marion-Bellemare emphasized, advocating for more comprehensive support for individuals with addiction and mental health issues.

This urgent health crisis within Ontario’s correctional facilities highlights a pressing need for systemic reform in how inmates are treated. The situation demands immediate public attention and action as more individuals like Ashley Stevens continue to suffer in silence.

As this story develops, it remains crucial to monitor the government’s response and the public’s reaction to these alarming revelations.
